CHANGES IN LOCAL GOVERNMENT AREAS

The Greater London and Hertfordshire (County and District Boundaries) Order 1992

The Secretary of State, in exercise of his powers under sections 51(2) and 67(4) of the Local Government Act 1972(1) and of all other powers enabling him in that behalf, hereby makes the following Order which gives effect to proposals submitted to him under sections 47, 48(1) and 51(1) of that Act, more than six weeks before the making of this Order by the Local Government Boundary Commission for England:

Citation and commencement

1.—(1) This Order may be cited as the Greater London and Hertfordshire (County and District Boundaries) Order 1992.

(2) This Order shall come into force on 30th September 1992 for any purpose set out in regulation 4(1) of the Local Government Area Changes Regulations 1976(2).

(3) For all other purposes, this Order shall come into force on 1st April 1993.

Interpretation

2.  In this Order—

any reference to Ealing, to Harrow or to Hillingdon is a reference to the London borough of that name;

“electoral division” means an electoral division of Hertfordshire;

“Hertfordshire” means the county of Hertfordshire, and “Hertsmere” means the Hertfordshire district of that name;

“the map” means one of the 8 maps prepared by the Department of the Environment, marked “Maps of the Greater London and Hertfordshire (County and District Boundaries) Order 1992”, and deposited in accordance with regulation 5 of the Local Government Area Changes Regulations 1976; and

“ward” means a ward of the district to or from which an area is transferred.

Transfers between Greater London (Harrow) and Hertfordshire (Hertsmere)

3.—(1) The area marked B1 on map 3 shall be transferred from Greater London, from Harrow, and from the Stanmore Park ward to—

(a)Hertfordshire;

(b)Hertsmere;

(c)the Heath South ward and the Bushey Heath electoral division; and to

(d)the Watford petty sessional division and the St. Albans and Watford coroner’s district.

(2) The areas marked B2 and B3 on map 3 shall be transferred from Hertfordshire, from Hertsmere, and from the Heath South ward to Greater London to—

(a)Harrow;

(b)the Harrow Gore petty sessional division and the Northern London coroner’s district;

the area marked B3 additionally be transferred to the Stanmore Park ward, and the area marked B3 to the Canons ward.

Transfers within Greater London between Ealing and Harrow

4.—(1) The areas marked B27 and B28 on map 8 shall be transferred from Ealing and from the Mandeville ward to—

(a)Harrow;

(b)the Roxeth ward; and to

(c)the Harrow Gore petty sessional division and the Northern London coroner’s district.

(2) Each area which is marked as indicated in column 1 of the following Table on the map indicated in column 2 shall be transferred from Harrow, and from the ward named in column 3 to—

(a)Ealing;

(b)the ward named in column 4; and to

(c)the Hounslow petty sessional division, and the Western London coroner’s district.

5.—(1) Each area which is marked as shown in column 1 of the following Table on the map indicated in column 2 shall be transferred from Harrow and from the ward named in column 3 to—

(a)Hillingdon;

(b)the ward named in column 4; and to

(c)the Hillingdon petty sessional division, and the Western London coroner’s district.

Town and country planning

6.—(1) In this article, “provision” means a provision of a development plan as defined in section 336 of the Town and Country Planning Act 1990(3).

(2) Any provision applying to an area transferred by this Order shall continue to apply to that area, notwithstanding the transfer, until replaced by a provision which so applies, and which is expressed to supersede the preserved provision.

Explanatory Note

(This note is not part of the Order)

This Order transfers three areas between the counties of Greater London and Hertfordshire, affecting the boundary of the London borough of Harrow with the district of Hertsmere. All these areas are located in the neighbourhood of Magpie Hall Road, The Common High Road, and Heathbourne Road. Two of them (transferred from Hertsmere to Harrow) are very small, and the third (transferred from Harrow to Hertsmere) lies immediately to the west of Common Road and Magpie Hall Road. The new boundary created follows the western side of Common Road and Magpie Road from Hive Road to the vicinity of Heathbourne Road, transferring to Hertfordshire an area including part of High Road, Lime Tree Walk, the Windmill Public House and related housing development.

The Order also makes changes within Greater London in the boundary between Harrow and the neighbouring London boroughs of Ealing and Hillingdon. The areas transferred are all small, with the exception of a part of Castleton Road which is transferred to Hillingdon.

Consequential alterations to local government electoral areas, petty sessional divisions and coroners' districts are made. No parishes are affected.

This note is a general guide only to the areas affected, and the maps mentioned in article 2 should be inspected for full details of all transfers. Any person may inspect the maps at any reasonable time at the offices of the council for each borough or district affected, and additionally at the offices of the Secretary of State for the Environment located in 2 Marsham Street, London SW1P 3EB.

The Local Government Area Changes Regulations 1976 contain general provisions regarding the effect of orders such as this one.
