In exercise of the powers conferred on the Secretary of State by sections 61(1) and 89(4) of, and paragraphs 3(1)(b) and (4), 4(2) and (3) and 5 of Schedule 5 to, the Further and Higher Education Act 19921, the Secretary of State for Education, as respects England, and the Secretary of State for Wales, as respects Wales, hereby make the following Regulations:
