The Secretary of State for the Environment, as respects England, and the Secretary of State for Wales, as respects Wales, in exercise of the powers conferred upon them by sections 106A(7), (9), 106B(3), (4), (7), 299A(4) and 333(1) of, and paragraph 1(1) of Schedule 6 to, the Town and Country Planning Act 19901 and of all other powers enabling them in that behalf, hereby make the following regulations–
