Whereas a draft of this Order has been laid before Parliament and has been approved by each House of Parliament:
And whereas the substances added to Schedule 2 to the Criminal Justice (International Co-operation) Act 1990(1) by this Order have been added to the Annex to the Vienna Convention under Article 12 of that Convention:
Now, therefore, Her Majesty, in pursuance of section 12(5) of the Criminal Justice (International Co-operation) Act 1990 is pleased, by and with the advice of Her Privy Council, to order, and it is hereby ordered, as follows:
1. This Order may be cited as the Criminal Justice (International Co-operation) Act 1990 (Modification) Order 1992 and shall come into force on 1st January 1993.
2. Schedule 2 to the Criminal Justice (International Co-operation) Act 1990, which specifies scheduled substances for the purposes of Part II of that Act, shall be amended by the insertion–
(a)in Table I of that Schedule–
(i)before the word “EPHEDRINE”, of the words “N-ACETYLANTHRANILIC ACID”;
(ii)after the word “ERGOTAMINE”, of the word “ISOSAFROLE”;
(iii)after the words “LYSERGIC ACID”, of the words “3, 4-METHYLENEDIOXYPHENYL-2-PROPANONE”;
(iv)after the words “1-PHENYL-2-PROPANONE”, of the word “PIPERONAL”; and
(v)after the word “PSEUDOEPHEDRINE”, of the word “SAFROLE”; and
(b)in Table II of that Schedule–
(i)after the words “ETHYL ETHER”, of the words “HYDROCHLORIC ACID” and “METHYL ETHYL KETONE (also referred to as 2-BUTANONE or M.E.K.)”;
(ii)after the word “PIPERIDINE”, of the words “POTASSIUM PERMANGANATE”, “SULPHURIC ACID” and “TOLUENE”; and
(iii)after the words “in this Table”, of the words “except hydrochloric acid and sulphuric acid”.

This Order adds to Table I of Schedule 2 to the Criminal Justice (International Co-operation) Act 1990 (which specifies certain substances, useful for the manufacture of controlled drugs, which are controlled under Part II of the Act) N-acetylanthranilic acid, isosafrole, 3, 4-methylenedioxyphenyl-2-propanone, piperonal and safrole. It also adds to Table II of that Schedule hydrochloric acid, excluding its salts, methyl ethyl ketone (also referred to as 2-Butanone or M.E.K.), potassium permanganate, sulphuric acid, excluding its salts, and toluene. The amendments reflect the addition of these substances to the Annex to the United Nations Convention against Illicit Traffic in Narcotic Drugs and Psychotropic Substances 1988 (“the Vienna Convention”) under Article 12 of that Convention.
