The Secretary of State for Transport, in exercise of the powers conferred upon him by section 11(1) and (2) of the Consumer Protection Act 19871 and of all other enabling powers, and after consultation with representative organisations, the Health and Safety Commission (as regards Great Britain) and such other persons as he considers appropriate in accordance with section 11(5) of that Act, hereby makes the following Regulations:—
