The Secretary of State for Social Security, in exercise of powers conferred by sections 20(6), (12)(d)(i) and (k), 22(8), (8A) and (9)(a) and (b),51(1)(h) and 84(1) of the Social Security Act 19861 and sections 166(1) to (3A) of the Social Security Act 19752, and of all other powers enabling him in that behalf and after agreement by the Social Security Advisory Committee that proposals to make these Regulations should not be referred to it3, hereby makes the following Regulations:
