Whereas under section 17(1) of the Local Government (Scotland) Act 19731 the Local Government Boundary Commission for Scotland on 11th October 1991 submitted to the Secretary of State a report on a review together with their proposals for a change of the electoral arrangements for the Shetland Islands area;
