The Secretary of State for the Environment, as respects England, and the Secretary of State for Wales, as respects Wales, in exercise of the powers conferred on them by section 57(1) and (2) of, and paragraphs 1, 2 and 5 of Schedule 14 and paragraphs 3, 11 and 13 of Schedule 15 to, the Wildlife and Countryside Act 19811, and of all other powers enabling them in that behalf, hereby make the following Regulations:
