CHANGES IN LOCAL GOVERNMENT AREAS

The Ealing, Hammersmith and Fulham, and Hounslow (London Borough Boundaries) Order 1993

The Secretary of State, in exercise of his powers under sections 51(2) and 67(4) of the Local Government Act 1972(1) and of all other powers enabling him in that behalf, hereby makes the following Order which gives effect, with modifications, to proposals submitted to him under sections 47, 48(1) and 51(1) of that Act, more than six weeks before the making of this Order, by the Local Government Boundary Commission for England:

Citation and commencement

1.—(1) This Order may be cited as the Ealing, Hammersmith and Fulham, and Hounslow (London Borough Boundaries) Order 1993.

(2) This Order shall come into force on 1st December 1993 for any purpose set out in regulation 4(1) of the Local Government Area Changes Regulations 1976(2).

(3) For all other purposes, this Order shall come into force on 1st April 1994.

Interpretation

Transfers between Ealing and Fulham

3.—(1) Each area which is marked as shown in column 1 of the following Table on the map indicated in column 2 shall be transferred from Ealing, and from the ward named in column 3 to Fulham, to the ward named in column 4, and to the West London petty sessional area.

Transfers between Hounslow and Fulham

5.—(1) The following areas of Fulham—

(a)the parts of the Ravenscourt ward marked J and K on map 8 and B on map 9; and

(b)the parts of the Starch Green ward marked D, F and H on map 8—

shall be transferred to Hounslow, to the Chiswick Homefields ward, and to the Hounslow petty sessional area.

(2) The areas marked E and G on map 8 and A on map 9 shall be transferred from Hounslow, and from the Chiswick Homefields ward to Fulham, and to the West London petty sessional area.The area marked A on map 9 shall additionally be transferred to the Ravenscourt ward, and the areas marked E and G on map 8 to the Starch Green ward.

Town and Country Planning

6.—(1) In this article, “provision” means a provision of a development plan (as defined in section 336(1) of the Town and Country Planning Act 1990(4)).

(2) Any provision applying to an area transferred by this Order shall continue to apply to that area, notwithstanding the transfer, until replaced by a provision which so applies, and which is expressed to supersede the preserved provision.

Explanatory Note

(This note is not part of the Order)

This Order makes mainly small changes to the boundary between the London boroughs of—

(a)Ealing and Hammersmith and Fulham;

(b)Ealing and Hounslow; and

(c)Hounslow and Hammersmith and Fulham.

The map and table forming part of this Note give a general guide to the areas affected, and their size and population.

For full details of the transfers made, the order maps (described in article 2) should be inspected.

Any person may inspect them at any reasonable time at the offices of the council for each London borough affected, and also at the offices of the Secretary of State for the Environment located in 2, Marsham Street, London SW1P 3EB.

Consequential changes are made to petty sessional areas.

No parishes are affected.

The Local Government Area Changes Regulations 1976 (S. I. 1976/246, amended by S. I. 1978/247) contain general provisions regarding the effect of orders such as this one.

to eastern side of Warple Way, between Emlyn Gardens and Valetta Road; then

(ii)

to rear curtilages of properties in Valetta Road to the vicinity of the works north of Jeddo Road; then

(iii)

following the northern curtilages of the works and the rear curtilages of properties in Valetta Road located to the north of Stronsa Road; and then

(iv)

to the northern side of Jeddo Road to St. Elmo Road.

Realignments at North Hyde as follows—

(a)

south of the Grand Union Canal, to unite Barnes Avenue and Jessop Avenue in Hounslow; then

(b)

following the rear curtilages of properties in Kingsbridge Road to Thorncliffe Road; then

(c)

following the eastern side of Craneswater Park/Crosslands Avenue to Norwood Road; then

(d)

following the southern curtilages of properties in Norwood Road/Boundary Close/Osterley Lane.

Realignments

(i)

to western side of South Ealing Road, then southern side of ccupation Lane, uniting Clayponds Estate in Hounslow;

(ii)

to rear curtilage of properties in St. Mary’s road on the western side of Osterley Park;

(iii)

at Osterley Park, in vicinity of Windmill Lane/M4 motorway; and

(iv)

to northern side of M4 motorway between Windmill Lane and the western side of Elthorne Park, transferring Wyncote Farm, Osterley Lock and part of Long Wood to Ealing, and an open area (located south of the M4 and north of the Osterley to Boston Manor rail bridge over the River Brent) to Hounslow.

Minor realignments—

(a)

to southern side of Pope’s Lane, north of Gunnersbury Park; then

(b)

to southern side of Gunnersbury Lane, then western side of railway line at Acton Town Station.

HAMMERSMITH AND FULHAM AND HOUNSLOW Article 5 Transferred to Hounslow— Area: 1 hectare Population: 60 Transferred from Hounslow— Area: 1 hectare Population: 10

Realignments—

(i)

to rear curtilages of properties in Woodstock Road/Abinger Road;

(ii)

to southern side of Stamford Brook Road in vicinity of Abinger Road/Goldhawk Road;

(iii)

to unite Stamford Brook Avenue in Hounslow; and

(iv)

at British Grove Passage, to unite Cedar House in Hounslow and Miller’s Court in Hammersmith and Fulham.
