The Secretary of State for the Environment, as respects England, and the Secretary of State for Wales, as respects Wales, after consultation with such representatives of local government as appear to them to be appropriate, in exercise of the power conferred on them by section 76(4) of the Local Government Finance Act 19881, and of all other powers enabling them in that behalf, hereby make the following Regulations:
