The Secretary of State for Wales, in exercise of the powers conferred on him by sections 66(2), 67(2), 67A(5), 73(3), 74(1) and 79(2) of the Rent Act 19771 as extended by subsections (2) and (3) of section 2 of the Welsh Language Act 19672 and of all other powers enabling him in that behalf, hereby makes the following Regulations:
