The Secretary of State for the Environment as respects England, the Secretary of State for Wales as respects Wales, and the Secretary of State for Scotland as respects Scotland, in exercise of the powers conferred on them by section 2 of the Environmental Protection Act 19901 and of all other powers enabling them in that behalf, hereby make the following Regulations:
