Whereas a draft of the following Regulations has been approved by both Houses of Parliament:

Now, the Secretary of State for Transport, in exercise of the powers conferred by section 14(1) and (2) and 15(3), (3A), (5) and (6) of the Road Traffic Act 19881, and all other enabling powers, and after consultation with representative organisations in accordance with section 195(2) of that Act, hereby makes the following Regulations:—
