The Secretary of State for Education, in exercise of the powers conferred by sections 9(1) and (5), 13(6), 14(5)(b) and 19(3) of, and paragraphs 6, 9B(2), 9C(5)(b), 10(2)(a), (3), (4), and (5)(b), 14(1), (2) and (4)(b) and 15(1), (2) and (3)(b) of Schedule 2 to, the Education (Schools) Act 19921 and sections 208(2), 209(4)(b), 210(2)(a), (3), (4) and (6)(b), 211(3)(a) and 301(6) of the Education Act 1993, hereby makes the following Regulations:
