In considering whether to grant a licence under regulation 5(1) above, the Secretary of State shall take into account in particular the competence and integrity of the applicant for that licence.

A licence granted under regulation 5(1) above may be revoked or suspended by the Secretary of State where there are reasonable grounds for belief that the holder of that licence is no longer a fit and proper person to hold it, or that the conditions under which it was granted are no longer fulfilled.
