4. In article 3(2) (exceptions to prohibition of fishing without a licence) there shall be inserted, at the end, the following sub-paragraphs—
“(f)for common eels (Anguilla anguilla) by any boat whose length is not more than 10 metres;
(g)by any boat whose length is not more than 10 metres and which does not have an engine to power the boat.”
