In exercise of the powers conferred by section 1(2) and (7) of and paragraphs 1, 2 and 3 of Schedule 2 to the Education (Student Loans) Act 19901, and by section 2(2) of the European Economic Area Act 19932, the Secretary of State for Education, as respects England and Wales, and the Secretary of State for Scotland, as respects Scotland, hereby make the following Regulations:
