The Secretary of State for Transport, in exercise of the powers conferred on him by sections 2, 3, 5(2), 7(5), 9(5) of, and Schedule 1 to, the Merchant Shipping (Registration, etc.) Act 19931 and of all other powers enabling him in that behalf hereby makes the following Regulations:—
