The Secretary of State for Transport makes this Instrument in exercise of powers conferred by section 106(3) of the Highways Act 1980(1), and now vested in him(2), and of all other enabling powers:

1.  The London Borough of Hackney (Lea Bridge-Cycle/Footbridge) Scheme 1993 is hereby confirmed with modifications.

2.  The said Scheme as confirmed (hereinafter referred to as “the Scheme”) is set out in the Schedule hereto and copies of the Scheme with its accompanying plans are deposited at the offices of the Department of Transport, 43 Marsham Street, London SW1P 3PY and at the offices of the Directorate of Legal Services, London Borough of Hackney, 298 Mare Street, Hackney, London E8 1HE.

3.  The Scheme will become operative on the date on which notice that it has been confirmed is first published in accordance with paragraph 1 of Schedule 2 to the Highways Act 1980.

4.  This Instrument may be cited as the London Borough of Hackney (Lea Bridge-cycle/Footbridge) Scheme 1993 Confirmation Instrument 1993.

THE SCHEDULELONDON BOROUGH OF HACKNEY (LEA BRIDGE-CYCLE/FOOTBRIDGE) SCHEME 1993

The Council of the London Borough of Hackney (hereinafter referred to as “the Council”) make this Scheme in exercise of their powers under section 106(3) of the Highways Act 1980 and of all other enabling powers:

1.  The Council are authorised to construct over navigable waters of River Lea, the bridge specified in the Schedule to this Scheme as part of the highway which they are proposing to construct which will be a cycletrack (with a right of way on foot) between the west side of the entrance to Lea Valley Ice Centre and a point opposite the junction of Waterworks Lane and Lea Bridge Road, London E5 in the borough of Waltham Forest and Hackney.

2.  This Scheme may be cited as the London Borough of Hackney (Lea Bridge-Cycle/Footbridge) Scheme 1993.

Plans

The location and general design of the cycle/footbridge are shown on plans numbered BRG/1119/20B Proposed Cycle/Footbridge in relation to the surrounding area; BRG/1119/60G General Arrangement of Cycle/Footbridge with position and dimensions and marked “London Borough of Hackney (Lea Bridge-Cycle/Footbridge) Scheme 1993”.

Specifications

Points of Commencement and Termination

From a point on the East Bank of the River Lea 7.5 metres east and 2.7 metres north of the existing East abutment of Lea Bridge to a point on the West Bank 40.0 metres from the commencement point. The proposed cycle/footbridge will run parallel to the existing Lea Bridge.

Span

A single span of 40.0 metres.

Headway

Not less than 3.1 metres above the mean high water level of 5.810 metres Above Ordnance Datum.

Waterway

A minimum clear navigable waterway of 20.0 metres.

Overall Dimensions

The cycle footbridge will be 4.6 metres wide 40.0 metres long overall and will carry a 3.0 metres wide combined cycle track (with a right of way on foot).
