The Secretary of State for Transport, in exercise of the powers conferred by sections 6(1) and (3), and 7(1) of the Road Traffic Regulation Act 19841, and of all other enabling powers, and after consulting the Commissioner of Police of the Metropolis pursuant to section 7(6) of that Act2, hereby makes the following Order:
