Explanatory Note

(This note is not part of the Order)

This Order makes changes in the boundary of the metropolitan county of Greater Manchester (metropolitan borough of Wigan) with–

(a)the county of Cheshire (borough of Warrington);

(b)the county of Lancashire (district of West Lancashire); and

(c)the metropolitan county of Merseyside (metropolitan borough of St Helens). It also transfers areas within Greater Manchester between Wigan and–

(i)the metropolitan borough of Bolton; and

(ii)the city of Salford.

A small change is also made within Lancashire to the boundary between the district of West Lancashire and the borough of Chorley. Consequential changes are made to parishes, local government electoral areas, petty sessional divisions and coroners' districts.

The map and table forming part of this Note (Pages 5 to 7) give a general guide to the location, area and population of the land affected. Prints of the detailed order maps (described in article 2) may be inspected at all reasonable times at the offices of the council for each city, district and metropolitan borough affected, and additionally at the offices of the Secretary of State for the Environment located in 2, Marsham Street, London SW1P 3EB.

The Local Government Area Changes Regulations 1976 (S.I. 1976/246, amended by S.I. 1978/247) contain general provisions regarding the effect of orders such as this one.

At Culcheth, minor realignment in the vicinity of the A580 road south-west of Pennington.

Transfer to Warrington (Culcheth) of–

(a)

an area lying between Lately Common and Pennington Brook, to the south of the A580 road near Pennington Bridge;

(b)

an area south of the A580 road at Wash End, including part of Wilson Lane; and

(c)

an area south of Pennington and of the A580 road, including Lately Common and part of depot.

Transfer to Warrington (Croft) of large area to the south of the railway line at Kenyon.

GREATER MANCHESTER (Wigan) AND LANCASHIRE (West Lancs.) Article 4 From Greater Manchester to Lancashire Area: 25 hectares Population: 15 From Lancashire to Greater Manchester Area: 2 hectares Population: 15Minor realignments to follow the eastern side of the M6 motorway west of Hunger Hill. Transfer of area south-east of Tunley Moss, including part of the M6 motorway, of Crow Orchard Road and of the Rookery.
GREATER MANCHESTER (Wigan) AND MERSEYSIDE (St Helens) Article 5 From Greater Manchester to Merseyside Area: 400 hectares Population: 470 From Merseyside to Greater Manchester Area: 5 hectares Population: Nil

Transfer to St Helens of area north of Newton Road and south of Down Brook, including Mount Pleasant Farm, Lower Billinge Lane Farm, Barton Clough and part of Higher Billinge Lane Farm.

Transfer to St Helens of area west of Upholland Road, and south-east of Crank Road bounded in the west by Black Brook. Minor realignments in the vicinity of–

(a)

Upholland Road;

(b)

Longshaw house, Billinge;

(c)

the railway line near Southworth Road/Parkside Manchester Junction;

(d)

the railway line south of Golborne Junction near Sandfield Hall.

Transfer to Wigan of an area near Leyland Green, west of Winstanley Road, including mine and disused mineshaft.

Transfer to Wigan of open land south of Harvey Lane, north of the East Lancashire Road, and west of Sandy Lane.

DISTRICTS WITHIN GREATER MANCHESTER Article 6 From Salford to Wigan Area: 1 hectare Population: Nil From Wigan to Bolton Area: 1 hectare Population: 5 From Wigan to Salford Area: 90 hectares Population: 2,440

Salford/Wigan: minor realignment at Ellen Brook.

Wigan/Bolton: realignment at rear of properties at Low Green.

Wigan/Salford: Transfer of area at Mosley Common/Ellenbrook, south of dismantled railway and north of East Lancashire Road, so that boundary follows New City Road and Bridgewater Road.

Transfer of area south of East Lancashire Road to unite Boothstown in Salford.

Transfer of area south of Wharton Hall, bounded by Cutacre Brook in the west, and the Wigan–Manchester railway line in the south.

DISTRICTS WITHIN LANCASHIRE Article 7 Area: 1 hectare Population: NilMinor realignment between West Lancashire (parish of Wrightington) and Chorley (parish of Coppull) in vicinity of M6 motorway east of Latham’s Charity Farm
