Explanatory Note

(This note is not part of the Regulations)

These Regulations consolidate, with amendments, the Education (Training) Grants Regulations 1990, as amended. In addition to minor and drafting amendments, the following changes of substance are made.

As a consequence of changes in the funding of institutions of further and higher education brought about by the Further and Higher Education Act 1992, the Regulations no longer authorise the payment of grant under regulations 4(b) and (d) to institutions of further or higher education or both.

The Secretary of State is authorised by regulation 4(h) to make grants to local education authorities to facilitate and encourage the training of school secretaries, bursars or other administrative staff employed in schools, and by regulation 4(i) to make grant to local education authorities for the training of head teachers to participate in head teacher mentor programmes for the training of inexperienced head teachers.

The Regulations provide that in England, grant at the higher rate 100% is payable in respect of bursaries to students under the Articled Teachers Scheme. In Wales, grant at the higher rate of 65% is payable in respect of all expenditure incurred in accordance with the Regulations on the Articled Teachers Scheme.

Applications relating to estimated approved expenditure for a period commencing on 1st January in any year from 1st January 1994 should be submitted on or before 5th March, not 15th March as previously.
