In exercise of the powers conferred on the Secretary of State by section 8(5) and (7) of the Education Act 19801 and sections 153(1), 161(5) and 305(1)2 of, and paragraph 14 of Schedule 11 to, the Education Act 19933, the Secretary of State for Education, as respects England, and the Secretary of State for Wales, as respects Wales, hereby make the following Regulations:
