The Secretary of State, in exercise of the powers conferred on him by section 60(5) of, and paragraphs 8 and 10 of Schedule 3 to, the National Lottery etc. Act 19931 and of all other enabling powers, after consultation with the Council on Tribunals in accordance with section 8 of the Tribunals and Inquiries Act 19922, hereby makes the following Regulations:
