The Treasury, in exercise of the powers conferred on them by sections 54(7) and (8), 55(2A) and 56(3) of the Finance Act 1989(1), hereby make the following Regulations:

1989 c. 26; subsection (2A) of section 55 was inserted by paragraph 5(4) of Schedule 10 to the Finance Act 1994 (c. 9).
