Any person to whom the Committee proposes to issue a licence under the provisions of article 4 of this Order shall pay to the Committee before or upon receipt of the licence a toll of £1,000 per annum.

The Committee may from time to time with the consent of the Minister vary the toll payable under paragraph (1) above.
