For the purposes of section 202 of the Water Resources Act 1991 (information and assistance required in connection with the control of pollution), F1the obligations of the Secretary of State and the Welsh Ministers under regulation 12A to publish a report shall be treated as functions of the Secretary of State F2and the Welsh Ministers under the water pollution provisions of that Act:
