The Secretary of State for Social Security, in exercise of the powers conferred by sections 5(1)(a), (f), and (i), 7(1) and 189(1), (4) and (6) of the Social Security Administration Act 19921 and section 12 of the Social Security (Incapacity for Work) Act 19942 and of all other powers enabling him in that behalf, by this instrument which contains regulations made before the end of the period of 6 months beginning with the coming into force of section 12 of the Social Security (Incapacity for Work) Act 1994, the Social Security Advisory Committee having agreed that proposals to make these Regulations, in so far as they would otherwise be required to be referred to it, need not be referred to it3, hereby makes the following Regulations:
