The Secretary of State for the Environment, in exercise of the powers conferred on him by sections 140(4) and 143(1) and (2) of, and paragraphs 4 and 6 of Schedule 8 to, the Local Government Finance Act 1988(1) and of all other powers enabling him in that behalf, hereby makes the following Regulations:—

1988 c. 41 Sections 140 and 143 and paragraphs 4 and 6 of Schedule 8 were amended by the Local Government and Housing Act 1989 (c. 42), paragraphs 42, 69 and 72, by the Local Government Finance Act 1992 (c. 14), Schedule 10, paragraph 6 and Schedule 13, paragraphs 78, 80 and 86 and by section 5(2) of the Non-Domestic Rating Act 1992 (c. 46).See section 146(6) of the Local Government Finance Act 1988 for the definition of “prescribed”.
