The Secretary of State for Wales, in exercise of the powers conferred on him by sections 102(2) and (4), 138(1)1, 190(1) and 191(1) of the Local Government and Housing Act 19892 as extended by section 26(3) of the Welsh Language Act 19933 and of all other powers enabling him in that behalf, hereby makes the following Regulations:
