The Secretary of State, in exercise of the powers conferred on him by sections 2, 3, and 7(5) of, and Schedule 1 to, the Merchant Shipping (Registration, etc.) Act 1993(1) and of all other powers enabling him in that behalf, hereby makes the following Regulations:
