The Secretary of State for Transport, in exercise of the powers conferred by sections 2(3), 7(1) and (2) and 71 of and paragraph 15 of Schedule 1 to the Civil Aviation Act 1982(1) and of all other powers enabling him in that behalf and after consultation with the Civil Aviation Authority as required by section 71(2) of that Act, and with the Council on Tribunals as required by section 8 of the Tribunals and Inquiries Act 1992(2) hereby makes the following Regulations:
