The Secretary of State for Transport, in exercise of the powers conferred by sections 89(3)1 and (4)(b)2, 105(1), (3) and (4), 108(1)3 and 192(1)4 of the Road Traffic Act 19885, after consulting with representative organisations in accordance with section 195(2) of that Act, and with the approval of the Treasury, hereby makes the following Regulations:—
