The Secretary of State for the Environment in relation to England, the Secretary of State for Scotland in relation to Scotland, and the Secretary of State for Wales in relation to Wales, in exercise of the powers conferred upon them by section 9(4)(aa) of the Local Government, Planning and Land Act 19801, and section 8(2)(a) of the Local Government Act 19882 and section 9 of the Local Government Act 19923, and of all other powers enabling them in that behalf, hereby make the following Regulations:
