The Secretary of State for Wales, in exercise of the powers conferred on him by section 5(1) of and paragraphs 1, 3, 4, 5, and 6(2)(d) of Schedule 2 to the National Health Service and Community Care Act 19901 and of all other powers enabling him in that behalf, having consulted the persons or bodies referred to in section 5(3) of that Act, hereby makes the following Order:
