Having made such arrangements for consultation on his proposals pursuant to section 242(1) of the Education Act 19931 as he considered appropriate, the Secretary of State for Wales, in exercise of the powers conferred by sections 17 and 232(5) and (6) of the Education Reform Act 19882, hereby makes the following Regulations:
