The Secretary of State for Social Security, in exercise of the powers conferred by sections 135(1), 136(5)(b), 137(1) and 175(1) and (3) to (5) of the Social Security Contributions and Benefits Act 1992M1 , sections 5(1)(p), 15A(2), 189(1) and (4) and 191 of the Social Security Administration Act 1992M2 and of all other powers enabling him in that behalf, after consultation with the Social Security Advisory CommitteeM3 , hereby makes the following Regulations:
