The Secretary of State, in exercise of the powers conferred on him by section 172(1), (3) and (4) of the Local Government etc. (Scotland) Act 1994(1) and of all other powers enabling him in that behalf and after consulting the Scottish Tourist Board, The City of Edinburgh District Council, The East Lothian District Council, The Midlothian District Council, The West Lothian District Council, The City of Edinburgh Council, The East Lothian Council, The Midlothian Council and The West Lothian Council in accordance with section 172(10) of that Act and after consulting the Council on Tribunals and its Scottish Committee in accordance with section 8 of the Tribunals and Inquiries Act 1992(2) hereby makes the following Order:
