The Secretary of State, in exercise of the powers conferred on him by section 172(1), (3) and (4) of the Local Government etc. (Scotland) Act 1994(1) and of all other powers enabling him in that behalf and after consulting the Scottish Tourist Board and The Shetland Islands Council in accordance with section 172(10) of that Act and after consulting the Council on Tribunals and its Scottish Committee in accordance with section 8 of the Tribunals and Inquiries Act 1992(2) hereby makes the following Order:
