The Secretary of State for Transport, in exercise of the powers conferred by section 33(2) of the Merchant Shipping (Safety Convention) Act 19491 and now vested in him2, and paragraph 79 of Schedule 4 to the Merchant Shipping (Registration, etc.) Act 19933, and of all other powers enabling him in that behalf, with the consent and approval of the Treasury, hereby makes the following Regulations:
