The Secretary of State, in exercise of the powers conferred on him by sections 172(1) and 173(1) and (2)(e) of the Local Government etc. (Scotland) Act 19941 and of all other powers enabling him in that behalf and after consulting the Scottish Tourist Board, The Argyll and Bute Council, The Clackmannanshire Council2, The Dumbarton and Clydebank Council, The Falkirk Council and The Stirling Council in accordance with section 173(4)(a) of that Act, hereby makes the following Order:
