Any person guilty of an offence under regulation 12 above shall be liable on summary conviction to a fine not exceeding level 5 on the standard scale.

Any person guilty of an offence under regulation 16 or 18 of the 1988 Regulations, as applied by regulation 5(1) above, shall be liable on summary conviction to a fine not exceeding level 3 on the standard scale.
