The Secretary of State for Social Security, in exercise of the powers conferred by sections 123(1), 136(5)(b), 137(1) and 175(1) of the Social Security Contributions and Benefits Act 19921, sections 134(8)(b), 139(6)(b)2, 189(1) and 191(1) of the Social Security Administration Act 19923 and all other powers enabling him in that behalf, it appearing to him that by reason of the urgency of the matter it is inexpedient to consult with either the Social Security Advisory Committee4 or with organisations appearing to him to be representative of the authorities concerned5, hereby makes the following Regulations:
