The traffic commissioner may decline to proceed with an application for a licence if it appears to him that the grant of that application would lead to a contravention of section 8(2).

The traffic commissioner may decline to proceed with an application if and so long as it appears to him that the application relates to any motor vehicle which is specified in an existing licence, and the grant of that application would lead to a contravention of section 5(8).
