1. In this Schedule—
“assistant practitioner” means [F1a registered medical practitioner or registered dentist, being a practitioner] employed by a principal practitioner, who in that employment is wholly or mainly engaged in assisting his employer in the discharge of the employer’s duties as a practitioner, [F2or who is participating in the Doctors' Retainer Scheme];
“associate general practitioner” means [F3a registered medical practitioner other than a trainee practitioner] who is employed by a principal practitioner to provide general medical services in circumstances where the principal practitioner is entitled to claim an allowance under regulation 34(1)(u) of the National Health Service (General Medical Services) Regulations 1992 M1 (payments to doctors);
“Dental Practice Board” has the same meaning as in section 12 of the Health and Medicines Act 1988 M2;
[F4“Doctors' Retainer Scheme” has the same meaning as given at paragraph 39 of the Statement published in accordance with regulation 34 of the National Health Service (General Medical Services) Regulations 1992;]
[F5“Executive Committee” means the committee of a Primary Care Trust appointed under regulation 9(1) of the Primary Care Trusts (Membership, Procedure and Administration Arrangements) Regulations 2000;]
[F6“Local Health Group” means a committee which—
was appointed under regulation 14(1) of the Health Authorities (Membership and Procedure) Regulations 1996 in accordance with a circular issued by the Secretary of State for Wales in October 1998 entitled “Establishing Local Health Groups”, and
exercises functions in accordance with the National Assembly of Wales' directions of 1st September 2001;
[F7“locum practitioner” means a registered medical practitioner, other than a trainee practitioner, who is engaged under a contract for services with a practitioner otherwise than in pursuance of a commercial arrangement with an agent, to deputise or assist in the provision of general medical services or personal medical services;]]
“officer service” means, subject to paragraph 9 (officer service treated as practitioner service), pensionable service as an officer;
“pensionable earnings” has the meaning given in paragraphs 3 to 8;
“practitioner income” has the meaning given in paragraph 3(2);
“practitioner service” means, subject to paragraph 9 (officer service treated as practitioner service), pensionable service as a practitioner;
[F8“Primary Care Group” means a committee appointed under regulation 14(1) of the Health Authorities (Membership and Procedure) Regulations 1996 in accordance with the Secretary of State’s directions of 15th October 1998 and exercising functions in accordance with the Secretary of State’s directions of 25th March 1999;]
[F9“principal practitioner” means a registered medical practitioner or registered dentist who is included in a list prepared in accordance with regulations made under section 29(2)(a) or 36(1)(a) of the 1977 Act;]
“uprated earnings” is to be construed in accordance with paragraph 11(2).
