The Cycle Racing on Highways (Amendment) Regulations 1995

The Secretary of State for Transport (in relation to England) and the Secretary of State for Wales (in relation to Wales) in exercise of the powers conferred by section 31(2) and (3) of the Road Traffic Act 1988(1), and of all other powers enabling them in that behalf, and after consultation with representative organisations in accordance with section 195(2) of that Act, hereby make the following Regulations:—

Citation and commencement

1.  These Regulations may be cited as the Cycle Racing on Highways (Amendment) Regulations 1995 and shall come into force on 26th January 1996.

Preliminary

2.  The Cycle Racing on Highways Regulations 1960(2) shall be further amended in accordance with the following provisions of these Regulations.

Amendments as to bicycle races

3.—(1) Regulation 5 shall be amended as follows.

(2) In paragraph (1)(a)(i)(b), for “60” there shall be substituted “80”.

Explanatory Note

(This note is not part of the Regulations)

The Cycle Racing on Highways Regulations 1960, as amended, which only apply to England and Wales, authorise certain races or trials of speed between bicycles or tricycles, not being motor vehicles, to be held on public highways. The Regulations distinguish between a race or trial of speed being a “time trial” and any other kind of race or trial being a “bicycle race”.

To be authorised, “bicycle races” must be held and conducted in accordance with the “standard conditions” and in particular, the number of competitors in two, but not more than two, races promoted in any one year by the British Cycling Federation must not exceed 100. In the case of any “bicycle race” not so promoted, these Regulations amend the “standard conditions” by increasing the maximum number of competitors from 60 to 80.
