19. The Board of Governors may make such arrangements as they may think fit from time to time for the management, upkeep and administration of the College and the buildings belonging to it including the provision and administration of classrooms, lecture halls and laboratories and workshops and of hostels for students, of a dining hall for staff and students and of a shop for the sale of materials required by the students in connection with the courses of instruction in the College and of exhibition and gallery space for the exhibition and display of the work of the students and others.
