The Secretary of State, in exercise of the powers conferred on him by section 98(1)(c) of the Local Government (Scotland) Act 19731 and of all other powers enabling him in that behalf, and after consultation with such organisations connected with the health service as appear to him to be concerned, hereby makes the following Regulations:
