The Secretary of State for Social Security, in exercise of the powers conferred on him by sections 35(1), 36 and 40 of the Jobseekers Act 1995M1 and of all other powers enabling him in that behalf, by this instrument which is made before the end of the period of 6 months beginning with the coming into force of the enactment under which these Regulations are madeM2 , and with the consent of the Treasury to regulation 24M3 , hereby makes the following Regulations:
