The Secretary of State, in exercise of the powers conferred on him by section 128(1), section 154(3), and paragraph 1 of Schedule 9 to the Employment Protection (Consolidation) Act 19781 (as extended by section 62 of the Disability Discrimination Act 19952), and of all other powers enabling him in that behalf, and after consultation with the Council on Tribunals, hereby makes the following Regulations:—
